passage marked "A" may account for the fact that no
translation, 20th Septor. 1900.

2. My impression was that the Reform movement was
essentially anti-Manchu, with the exception of the
Emperor, for whom they profess the most unbounded
loyalty. The expression in the 5th paragraph comes
upon me with surprize.
3.
I have heard from an apparently reliable source
that the reform party are making preparations for a
general movement in the event of the question of Reform
being untouched in the pending negotiations.
